How to convert WebP to PDF

Questions
Why does WebP need converting at all?
PDF readers do not understand WebP. Each image is decoded to pixels here and re-encoded, losslessly, into a stream PDF does understand.
What happens to a transparent WebP?
It is kept, in the same way as a transparent PNG: PDF carries the transparency as a soft mask, and the page shows white behind it.
What about animated WebP?
The first frame is used, and only that frame.
Where are my images uploaded to?
Nowhere. The work runs in a Web Worker inside this tab. Open your browser’s Network panel while you use the tool — no request carries your file.
